Whats involved getting MLDP or LAMPS

I have an opertunity to lease 1200 ac in Dewitt County ( Cuero )
Its a (2) buck county...antler restricted.

From what I am reading, you can kill (2) does during archery season, but cannot kill does during general season without a permit.

What is all involved gettingmldp or lamps. Can it up the bag limits on bucks and does if the property can support it. What is the cost and how much documentation / logs are involved?
