Tennessee.....they outsource their tags through some company there.

My wife got mine out of the mailbox the first year, she was pretty hot when she got to the house wanting to know where all I had applied to hunt that year since I was going to KS and the envelope in her hand was from TN
I had no answer but I don't know anything about TN
