I was told by a well known sporting goods store that it is against state law to return ammo. She was very rude about me attempting to do so too. Is it actually a state law or is it just store policy?

I mean you could buy some brass, reload some shells and the untrained eye wouldn't know if you swapped out the bullets if you returned them in the original box.

This happened at Academy:
Wife calls from Academy to see if I need anything while she is there, and I asked her to get me two bricks of Federal 22. The clerk tells her they are out of Federal but these Remington are the exact same thing. While she is being checked out she calls me, and I tell her I DO NOT WANT REMINGTON "junk", but the cashier has already ran her debit card. The cashier tells her to go to the service desk, but they tell her they can't return it even though it never left the store. Last September I bought a case of shotgun shells at Academy clearly marked on the box as #8's. I got them home, opened the case and they were #6's. I took them back and explained that it must have been a packing mistake at the factory but was told I could not exchange them - they were not allowed to take back any ammo that had left the store. I went round and round with the manager and finally wore him down and he let me swap them for what I wanted. I guess the difference is with shotgun shells they could still sell the boxes individually.
