I think it should at least be limited to those that control it at both ends and are therefore fully aware of the copyright infringement and exactly what they are doing. That is, if they are the ones posting the copyright infringed video to YouTube and also the ones embedding it. But to bust the guy who just innocently embeds someone elses's video is wrong, particularly since YouTube includes links specifically to help users embed the videos!

I thought the point of putting something on Youtube was to share it with as many people as possible? This is just one of many distractions to keep us occupied while they do their thing.
