Could be a metal crimper. I don't think it's a clothes wringer because those normally have smooth rollers. Other than that, I'd say a cane/corn masher.

It looks to heavy duty to be a wash-ringer. At least ours didn't look like that.

I think it is an antique known as a fluting iron. They were designed to put ruffles and pleats in starched fabric.
