    If you want remove dirt the sod cutter is your best bet 2-3 inches per pass. I would remove the initial layer of sod, then create a border with green edging or natural stone, back fill with decomposed granite, lay your stone, then use a push broom to sweep the granite into the joints. Do yourself a favor and use the oversized slabs not regular flagstone, much heavier but won't rock when you step on one corner. If you were closer I would give you an estimate. Good luck, show pics.
