Solar Panel help

Two weeks ago I replaced the battery and solar panel in one of my feeders. Had a nephew hunt over it, for some reason it did not work.Upon inspection I found where the solar panel wires were chewed thorough by a squirrel or coon, shorting the battery and smoking the digital timer. I know the solar panel is a trickle charger, does anyone know what voltage it would charge at? Trying to determine if it is toast also.

Without load, 12v I've seen 19-20 volts. On 6v, I've seen 9 -14 volts without load.

A brand new 12 volt charger should read 20-21 volts in direct sunlight. Most of them are 12v 7 mA.
