TPWD's website has all the necessary info. Generally you will likely start at a Level I or II depending on the level of prior year survey/harvest information you have.

It will take you three years unless you have harvest and census data for the previous two years. You start the first year at level 1. Second year is level 2. The following year you go to level 3.
