No you can not trap quail. I believe he's talking about pen raised birds.

My gf posted this. She is referring to pen reared birds. We are going with a guy that wants to work his dog.

I had someone tell me you didn't need one when going on a place that puts the pen raised quail out in certain spots. I was not to sure about that so it would be worth calling a GW to be sure. Or just get one to be safe.

Yes and no. Yes if you don't have a designated and posted release area. If you do, which I seriously doubt or you would likely already know, then you can shoot w/o. Read on posting requirements on TP&W website, but if it is a once or twice thing, it would be cheaper and easier to buy a license.
