Two things I might add, One thing I would repeat ...
1. Check your scope and the rail mounting... lock them down tight.
2. Eliminate "YOU" .... technique is important but in a battle (these rifles were designed for that) it's all about trigger control. That said ...
3. You mentioned a cheap build starting with a lower ... That starts with trigger. I have a Rock River (the best IMO) all the way. It's a tack driver with Black Hills and PMC (both M193 spec). At short range (< 50 yards), I shoot Remington Cor Loct 55 gr. It's accurate and deadly. The bullet goes right where it's aimed.
