I don't know but its in the rules.

because the feds say no since it is a refuge. everything on the ground there is the property of the refuge, including your dead deer if you do not find it within 24 hours of the segment hunt closing,

Can anyone go up there and scout/look around whan they want or what are the access restrictions?

Scout anytime you want...whether you are hunting this year or not. EXCEPT...a couple days before hunt segments start and during hunt segment(obviously)!

well It wouldnt do for me to find sheds there, If I can keep them off ft hood, i would be in trouble there...I have a lot on my entertainment system from coming out of my back pack...
