I bought a $30-40 Block type target from Gander Mountain and it too has sat int he weather for going on 8 years now. It wasn't until this year did I start blowing through it. All I did was get some Spray Foam and sprayed it inside the target. Working great now.

Re cover that yellow jacket bag that you have with a new cover and you'll be good to go.

I used a Yellow Jacket for a year before i shot through it with my Bowtech Sniper, then a bought a Bowtech Destroyer 350, the Academy TTHA bag within 20 or 30 shots arrows where burried up to the fletching, a brand new Yellow Jacket 6th shot went through to the fletching.
Then i bought The Block from Field Logic Inc. (which is a layered target)
At first it was very hard to remove the arrows, and after some tips from tbh members and about a couple of hundred shots with soap covered arrows (really makes the arrow removal so much easyer)still no pass through, the arrows penetrate the target, but not anywhere near the fletching.
Also as the target loosens up a little , arrow removal gets so much easyer. Get a layered target or one of those high dollar foam targets.
Still working on building a Lifetime Target as the show in the D-I-Y forum.
