Passport revisited

I just heard that if you do not get your passport before you depart, you can show your application (receipt) and drivers license. I am not sure if this is true but someone said it was on the news. I tried looking for this via the internet but didn't see anything on it. Does anyone here have any info on this news release? I am 3 weeks from Cabo and would hate to miss out on this vacation, I guess the USPS could pay me back if I miss this as it was them that said my birth certificate and the pictures they took were all OK.

Any info would be appreciated.

I heard this also. They are trying to make it where if you are traveling to Mexico or Canada and your passport doesnt arrive on time, your receipt of application, birth certificate, and drivers license, will get you in and out. I hope this is true and am also waiting on more details.
