Need help identifying fish

A fella I know just caught this fish while fishing the Laguna Madre on a Gulp. What is it?

Did the fins on the side fan out like a wing? If so it may be a sea robin. I've caught a couple of those in Galveston Bay. I'll admit I was scured to touch it though.

Edit: Actually the side fins fan out more like a big paddle.

We have caught a few of them over the years in the area of the Sabine Pass jetties. I have never seen them more than a few inches long.

We've always called them a Sea Robin. They ain't worth a dern to eat. Not even if you're real, real hungry. There's another fish down there that looks similar, and can give you a mild electric shock. It's called a Southern Stargazer.
