That is a local law enforcement issue or at least at first. CPS isn't in the business in filing of local criminal charges.
As far as the 1-800 number, I am a police officer for almost 27 years and I have to call the 1-800 number to report something. That is just the way they do business. Even if I make a police report on an issue, I fax that report to the state hotline for action. They will then send it right back to the local CPS but that is the way they want it.

I don't believe you should have to talk to the parents. maybe if you saw the other girls parents you would want to clue them into the activities. However if your going to report someone I see no reason to discuss it with them. However get them on someone's radar because I believe this is just the tip of the ice burg.

My wife is a former a CPS investigator, and has had to file many many police reports due to the case assigned. However, i dont feel that this is a CPS issue at this point. It is a LEO issue. Could it become a CPS issue, absolutely. The hotline takes the info and assignes it the proper county, and depending on the seriousness of the report it placed on a priority and the on call investigator will be called immediately, otherwise it will be placed on the daily case load.
