Only problem I see in this situation is the suspect is still alive. Dead criminals don't become repeat offenders.

What numnuts hijacks a bus? oh yeah! forgot what a speedy getaway vehicle that is. Only one thing CHL holder did wrong. Wounded instead of killed, that's what my CHL instructor taught me anyway.
