First thing first, the term offset fletching generally refers to the angle in which they are fletched. Meaning they are not parallel with the spine of the arrow but they are still fletched in a straight line. This is not to be confused with a helical where the fletching is actually twisted around the shaft.
As far as staggered fletching (shown in picture) and if they work or not, I do not feel you will see any benefits unless you are running a moderately high FOC to increase the steering leverage even more. IE. 16%+ FOC and the benefit even then would probably only be noticed at 100 yards. IMO if you are shooting a drop away it is not worth the added worry when timing your rest etc.
