              I've always heard that they can shed anytime depending on the day that he was born.. which leads me to the next question... isn't axis breeding time during august? isn't there a defined time frame for their birth date and therefore a defined time frame for them to drop antlers and not all year round?

                I don't know for certain, but I think axis can breed anytime they have hard horned antlers.

                    from the time there are born is the set time the antler drops. horns do not drop. that is what the difference between cows and deer, elk, and so on.
