I would assume that if the guy is a **High Risk** offender that he will most like have some sort of probation or parole that he is violating. High risk could mean allot of things in the court system, from the victim being a child too an adult aggravated case.
You need to contact Bedford PD in person and ask to speak with a CAPERS detective or the person in charge of the offender registry in that department. Contacting them in person will help you get your complaint across and keep someone on the phone from placing your issue on a desk with 100 other issues.
I would also press the issue of the narc house and try and get in contact with one of the narc detectives or even the beat officer assigned to your neighborhood. Most patrol and special assignment officers love a good "handed to them in a silver platter" dope house and would tackle it right away.
The problem with the dope house is its own issue because a situation like that attracts all types of Hooks to your neighborhood that have only one agenda, ,,,and it’s not a good one. I would bet that there are others in your neighborhood that have also noticed the problem and are concerned, get with them also and have them contact the PD.
I do applaud you for keeping an eye out for your neighborhood and noticing things that go on there!
