Where would you go?

My wife and I have been married 10 years on May 20th. I promised to take her on a weeks vacation somewhere with white sand, blue water, and tropical drinks. Budget is liberal but not unlimited. I would like to be able to legally snorkel around and spearfish wherever we go.

We go to caye caulker belize. Its awesome, but it is not a resort by any means. No one rakes the seaweed or anything like that but its not dirty. Not something you would see on a mastercard commercial but we love it. Been there 5 years in a row and actually got married there.

South - Costa Rica...may BIL & SIL went 2 times last year and had the beaches to themselves.
