If that is off Parmer, over by Riveria/ SunMicroSystems it most likely came off the Robinson Ranch, if that's the case he is a 2.5 - 3.5yo baby...there are some monsters off that place. Biggest live deer I've seen was at McNeil/Parmer 200+ range. I agree, someone picked him up and placed him on the concrete barrier. And yes, the GW do watch that Road/Ranch for all killed deer laying on the side of the Road. I stopped and looked at a 10 pt, Friday afternoon of Openning Bow season a couple yrs ago...I'll have to get the pics from my other system...scared to touch it before season even started.

Here is a pic of the deer that was hit by Parmer/Amhearst/Aldephi? Pretty deer, young 10 pt good mass. A shame he went the way he did.

Looks like someone caped it out and then changed their mind about keeping it. Unless there's a body on the other side, I agree that it was planted. Probably someone just wanting to draw attention and... it worked!
