I do utility calculations all the time for surfaces and areas along with volumes and I dont understand the question the way the formula is written.

Cylinders being a 3D object don't have area, they have volume or surface area. This equation is for the surface area of a cylinder.

I agree. If it were for the volume of a cylinder it would be
V= 3.14(radius*radius)*height
