Relocating Forum Rules

Apperently the Forum Rules are in a spot that is difficult for some "newbies" to find.I have noticed a lot of marginal post lately and can usually look at the join date and figure the have not read through all the rules. So for those of you who may not have read them the are located under the "User Tools" tab. Mods... maybe we can get them on the homepage or get them a tab of their own?
