Is the entire Hays County under Antler Restrictions now?

Before is was just east of 35. The website is a little confusing now and it seems like the whole county is under antler restrictions. Can anyone confirm this?

According to the outdoor annual, antler restrictions are only for east of I-35.

Ok, I haven't seen the booklet yet. The TPWD webpage is a little misleading.
