One of the things you need to remember is that if you are "arrested" you still have issues with remedy of the arrest if there is no complaint filed. Meaning, you will have an arrest of what I am guessing will be equivalent to a Disorderly Conduct arrest and you will need to expunge that arrest. If you are in the crowd you can get this done fairly cheap, but if you are not, and need to hire an attorney (that is not your fishing/hunting partner) then you will be out about $1500 plus filing fees.
My point is, for the hastle of going to jail, having to bond, and waiting to see if the complaint is filed by the State of Texas; then possibly paying another $1500+ in the expunction process............

Until about the mid-70's there were almost no mandatory "shall issue" CHL states in this country. Now a large majority of states are in the "shall issue" a CHL to citizens and many states recognize each others licenses. Again, you have more rights and legal authority to carry now than a few years ago.
The gun rights movement is gaining momentum, not going backwards. The opposition is growing stronger with the current administration but I don't know of any states that have repealed their CHL programs.

Like any law, it will depend on the circumstances and the decision of the officer at the scene. The officer only needs PC to make an arrest. Therefore under the current and new wording it will be best to try and keep the handgun from being seen. It will not mean that a person is guilty unless he intentionally showed the gun but it might make for some unpleasant detention and/or arrest until a decision is made farther up the line.
