One neighborhood has a history of power outages. Now, I can't say with any certainty if there were two or more caused by tree limbs touching the lines, but during one recent storm I could hear what sounded like transformers blowing.
I contacted Oncor and as usual it took about two days to hear back for each response from when I replied back. The tree is on the right of way and is directly below the lines. The limbs have grown alongside the lines and above/below. When the wind blows hard, the limbs make contact.
I know this is a busy time of year and Oncor isn't the company that actually does the tree trimming, but I'm wanting to help prevent more power outages.
From the responses I received, it appears the Oncor employee thinks there is no real concern about this, especially since it won't interrupt power transmission to his/her dwelling.
Guess there won't be anything done until they have a mind to do so or enough people complain.
