What would you do?? Ethical dilemma

Lets say there is a cat that doesn't play well with another cat and since the new cats arrival it pees on everything. So the owner traps the cat and puts it in a cage outside barely out of the elements with an extremely full litter box and a water bowl filled with mosquito larva and flys all over its face. He doesn't even try any more to evade the flys, just lays there meowing.
Do you leave it in there for over a month, find it a home or put it down??
Not my cat either. I went to town and bought litter and cleaned out the water bowl but the cat is suffering. I say if the cat can't be allowed out of a 3X3 enclosure then end it...

What I meant was.....if it's not your cat, then offer to take it to someone else. If the owner says "no", then I guess you could report it. But if the cat is fed and watered then is it really being mistreated? Pet stores keep animals in cages. I agree that the grooming of the cat seems neglected, but if the cat has food and water and shelter then i don't know.

    I hate cats.....a lot.

Take the cat to a no kill shelter so another family can enjoy it & report the person to animal control.

Not a cat guy either, but anyone who abuses kids and animals is a special kind of sob. put the owner in the 3x3.

Let the animal control office take care of it and call the SPCA!

I understand the cat haters here in the land of green but this is an animal. Good, bad or ugly the cat deserves better than ant infested food and mosquito larva drinking water. And no escape from the elements. Just a 3X3 cage. Caged cats in a pet store do not live in the elements but in a store. End of story...
A suggestion was made about having it fixed to see if he would settle down. But in the mean time he's suffering. I'm thinking of making a call and if the situation doesn't change quickly then...

I feel the person who put the cat in that box needs his/her ignorant jaw broke.

I do not like cats but would most likely take that one to a vet because of this situation, should have been put down or given away at the start.

Some people don't understand cats. That is obvious from some of thr comments posted above.

It sounds to me that we have two tomcats at the same house. They will work things out and soon there will be one tomcat. The other will get his butt whooped and move on or he will die. Putting one in a cage is not an option. Cats are all or nothing animals and need to be able to roam.

I would call the authorities and see if the cat can be released or removed.
