Good public unit for small game out of state?

A couple friends and I are wanting to plan a few day small game archery hunt out of state. Would probably be late winter or early spring. We are thinking about oklahoma and arkansas. The more small game species, the better.We would like to be in some pretty country. We just spent a week in Colorado chasing elk and are wanting to do a hunt that is lower pressure to take game. Something about a $600 tag, puts pressure on you. We just want to camp and hike and shoot a bunch of arrows. Squirrels will probably be the most abundant target anywhere, but rabbits and some kind of gamebird would be nice.

Anyone have any advice on a good area to look at?
